Officer Jermaine Galloway, nationally known as The Tall Cop, is one of the country’s leading experts on substance use trends, prevention, and community education. A Texas native and former Division I basketball player, he earned his degree in Sociology from the University of San Francisco and served 18 years in law enforcement, specializing in alcohol enforcement, DUI investigations, crime scene investigation, and officer training.
In 2007, Jermaine founded Tall Cop Says Stop™, a nationally recognized training and prevention organization dedicated to helping professionals and communities understand emerging drug and alcohol trends.

Tim Cesario, M.S., LCADC, CCS is the founder of TJC Consulting, LLC and provides consultation to organizations seeking to develop treatment programs, assist with grant writing and provides training throughout Kentucky and several other states. Tim served on the Kentucky Board of Alcohol and Drug Counselors from 2014-2024, holding the position of Chair from 2018-2024. He played an integral role in developing Kentucky statues for Kentucky to offer Peer Recovery, Advanced Alcohol and Drug Counselor and Clinical Supervision Credentials. He served as Chair of IC&RC’s board of directors from May 2021 to October 2023, and is currently the chairman of the Kentucky Agency for Substance Abuse Policy, a role he has held since August of 2020. He currently serves as the Director of Recovery Services for Cumberland River Behavioral Health, Inc. During his time as director, Tim developed programs to meet the needs of people with substance use disorders in underserved areas of Southeastern Kentucky. He has promoted Peer Support as an option for people in early recovery, developed Intensive Outpatient Treatment Programs, Overseen the implementation of MOUD in the treatment of Pregnant Women, initiated Quick Response Teams and developed a Crisis Stabilization Unit specifically for people with substance use disorder.
Tim has a passion for the profession and advocates for all professionals working in the field and continues to lobby for advancement of professional credentials for those working with people living with substance use disorder in Kentucky.
Tim is a native of Mt. Pleasant, Pennsylvania and has lived in Kentucky since 2001. He is a graduate of Gettysburg College (BA) where he was a member of the Men’s Basketball Team and California University of Pennsylvania where he earned a Master of Science in Community Agency Counseling. He was initially credentialed as a Certified Addiction Counselor in Pennsylvania in 1997 which he reciprocated to Kentucky in 2002. He has been married to wife Kim since 2003 and is the proud father of two teenagers who recently earned black belts in Tae Kwon Do.
Derek McClure is the SATOP Administrator and Program Director for Preferred Family Healthcare, where he supports PFH Recovery Housing, SCRAM services, private probation, and serves as the Treatment Court Liaison. He currently serves as President of the Missouri Association of Treatment Court Professionals and is a National Faculty trainer for All Rise, the national organization for Treatment Courts.
In addition, Derek is President of the Missouri Credentialing Board and regularly trains both locally and nationally on ethics, public safety, gambling, and a variety of behavioral health–related topics. He holds a Bachelor’s degree in Psychology from the University of Kansas and a Master’s degree in Professional Counseling from Lindenwood University.
Derek is a Licensed Professional Counselor, Certified Alcohol and Drug Counselor, and a SATOP Qualified Professional in the state of Missouri. Outside of his professional work, he is a devoted husband and father of two, who keep him busy and motivated. He enjoys both playing and watching sports and spending time with his family.
